Maize City Council

Maize is a city of 3rd Class and has adopted the Mayor-Council-City Administrator form of government.  The Mayor is elected for a four-year term and each Council serves a four-year term. The terms are staggered so that every two years, the Mayor and two Councilmember are up for re-election. Serving on the City Council is considered a part-time duty. The majority of Council members have full-time jobs in addition to their City Council duties.

Maize City Council meetings are held the first and third Monday of each month at 6:00 p.m. at the Maize City Hall Complex located at 10100 W Grady Ave.  The City Council occasionally holds special meetings or continued meetings when required.  These meetings, like all other meetings excluding executive session, are open public meetings. Under State law, certain items may be discussed in executive session, which are of a legal or personnel nature. These items are defined by state law.  The City Council conducts the business of the city by voting on ordinances, resolutions, applications, plats, zoning petitions, receiving reports and other items.

The City of Maize adopts a annual budget for the City.  Additionally, the City administers the Maize Park Cemetery District.

Meet your City Council Members

Mayor Pat Stivers

Council Member Pat Stivers

Mayor Pat Stivers was elected Mayor of the City of Maize effective January 1, 2022. Prior to becoming Mayor, Mr. Stivers served on the Maize City Council for twelve years and the Maize Planning Commission for seven years. Mayor Stivers is a native of Portland, Oregon and has lived in Maize since 1996. Mayor Stivers and his wife Kelli have been married over 40 years. Together, they have two children and three grandchildren. All attended or currently attend Maize schools.

Mayor Stivers is a regional sales manager for Crafco, Inc., a large pavement maintenance supply company. He is responsible for a seven-state region and is involved in helping all municipalities, road contractors, and parking lot contractors provide maintenance products to extend the life of asphalt and concrete surfaces. He has worked for Crafco since 2001.

Mayor Stivers never plans to leave Maize and loves the small town feel and quality of life. His goal is to continue the improvement of Maize, to make Maize affordable for all, and to continue to provide great services to the community. He is confident that Maize is on the right track to do all these things.

Council Member Dr. David Guo

Council Member David Guo

Council Member Dr. David Guo is the fourth Regents Distinguished Professor of Public Finance at Hugo Wall School of Public Affairs at Wichita State University. Currently, he is also serving as the interim director of the school. He obtained his Ph.D. in Public Policy from the joined program between Georgia State University’s Andrew Young School of Policy Studies and the Georgia Institute of Technology’s School of Public Policy. Additionally, he holds master’s degrees in economics from Georgia State University and in Public Administration from Iowa State University.

Dr. Guo’s scholarly work, which features prominently in public administration journals, explores state and local public finance with a focus on fiscal transparency, local government sustainability, and strategic inter-governmental interactions. He was an integral academic partner in the Truth and Integrity of State Budgeting project, initiated by the Volcker Alliance, which scrutinized budgeting practices across U.S. states. His research has also provided insights into state governments' tax expenditure reporting and the fiscal repercussions of COVID-19 on Florida and its municipalities. His current projects include conducting revenue analysis for Sedgwick County and assessing Kansas local government finance.

Dr. Guo’s family found their home in the vibrant community of Maize, initially drawn by its excellent K-12 schools. The city’s rapid growth, coupled with a secure environment further solidified their decision to call Maize home. Additionally, the picturesque Mystic lakes become a focal point for leisure and recreation for the family. The children, in particular, have embraced the thrill of waterskiing, a sport that has quickly evolved from a casual pastime to a competitive endeavor.

Dr. David Guo was appointed during a Special Council Meeting held on February 12, 2024 to fill City Council member, Karen Fitzmier's unexpired term.

Council President Jennifer Herington

Council President Jennifer Herington was appointed to the Maize City Council on March 19, 2018, to fill Council President Clasen's seat when she became Mayor upon the sudden and unexpected passing of Mayor Clair Donnelly.  Council Member Herington is a native of Wichita and has resided in Maize with her three boys since 2006.  She received her Bachelor of Liberal Arts degree from Wichita State University with a Major in Criminal Justice, History and Anthropology.  While attending college, she worked for many law offices in downtown Wichita until becoming a Buyers Assistant at Sheplers, Inc.  Council Member Herington is currently the Credentialing and Contract Specialist for KU Wichita Medical Practice Association where she has been employed for over 10+ years.  She is a member of the Kansas Association of Medical Staff Services.

In 2013, she became a member of the Maize Park and Tree Board where she served as President before her appointment to the Maize City Council.  In 2014, she became a member of the Maize Planning Commission.  Being actively involved with the Maize community is her way of giving back to a community that offers a wonderful place to raise her boys.  When she is not busy with her boys and family, she enjoys gardening, reading and painting.

Council Member Alex McCreath

Council Member Alex McCreath

Council Member Alex McCreath has been a resident of Maize for over 20 years.  He chose Maize because he grew up in the small rural community of White City, Kansas. The small town atmosphere is what drew Mr. McCreath to the community of Maize.

Before his appointment to City Council Mr. McCreath served Maize as a member of the Park and Tree Board as well as the Planning Commission.  While serving in these capacities he was elected as Chairman for both boards.

Mr. McCreath has been assistant coach for the Westside Bears and has volunteered for basketball and baseball teams as needed.  His two children were born here and attended the Maize school system.   He has been a pilot for 28 years and is currently a corporate pilot.

The quality, prosperity and growth of our community is important to Mr. McCreath.  He enjoys being part of the team that will continue to prosper in the upcoming years.
